Here is my navigation bar. It is very simple to use, easy to read and understand what each page means. I would create a rollover using a color change of the word. The words will be white, then the rollover would turn them into red. The word will stay read when your on that page to allow the user to know what page they are on. The nab bar is located on the top of the page and the bottom for ease of use. This allows the user to navigate close to the top or bottom so they don't have to scroll all the way to the top to get to it.
The page setup is very simple and I know what you mean when you say you don't have to go all the way to the top just to view the navigation bar. Also all the text stands out even better because of the background color they chose. Is this your site?
